
Guide to Property Registration Fees in Dubai and Abu Dhabi
Property registration fees are the single biggest line item most UAE buyers forget to budget for. They are not optional, they are not negotiable at the counter, and they can run into six figures on a Dubai villa. Here is exactly what you pay in Dubai and Abu Dhabi, with real numbers you can plug into your own purchase.

Dubai Registration Fees: The Breakdown
In Dubai, all property registration runs through the Dubai Land Department (DLD). The headline number everyone knows is the 4% transfer fee, but that is not the whole story. Here is the complete picture.
The 4% DLD Transfer Fee
The primary registration fee in Dubai is 4% of the property purchase price. This is the fee that legally transfers the Title Deed into your name. It is calculated on the higher of the purchase price or the DLD’s assessed market value, so if you negotiate a below-market price, expect the DLD to value the property upward and charge you on their number.
Buy a AED 2,000,000 apartment in Dubai Marina and your transfer fee is AED 80,000. Buy a AED 5,000,000 villa in Emirates Hills and it is AED 200,000. There is no cap. This is why it matters so much to get the price right before you sign.
DLD Administrative Fees
On top of the 4%, the DLD charges a fixed AED 580 administrative fee for most registration transactions. There are also smaller knowledge and innovation fees of AED 10 each, applied to nearly every DLD transaction.
Trustee Fee
For off-plan purchases and mortgage-assisted transfers, a trustee fee applies. For properties priced above AED 500,000, the trustee fee is AED 4,200. For properties below that threshold, it is AED 2,100. This covers the cost of the DLD trustee office processing the transfer.
Mortgage Registration Fee
If you are financing the purchase, you pay a separate mortgage registration fee of 0.25% of the loan amount plus AED 290. On a AED 1,500,000 mortgage, that is AED 3,750 plus AED 290, or AED 4,040 total. This is often overlooked in budgets but it is a mandatory DLD charge.
Here is a full worked example for a AED 1,500,000 apartment bought with a AED 1,000,000 mortgage:
- DLD Transfer Fee (4%): AED 60,000
- DLD Admin Fee: AED 580
- Knowledge and Innovation Fees: AED 20
- Trustee Fee: AED 4,200
- Mortgage Registration (0.25% + AED 290): AED 2,790
- Total: AED 67,590
That is 4.5% of the purchase price in registration fees alone, before you touch agency commission or the developer NOC.
Abu Dhabi Registration Fees: The Breakdown
Abu Dhabi’s system is managed by the Department of Municipalities and Transport (DMT), and the numbers are slightly different from Dubai. The headline fee is 2% of the purchase price, half of Dubai’s rate, but there are other charges to account for.
The 2% registration fee is split between the buyer and seller by convention, though this is negotiable and should be set out in your sale agreement. On a AED 2,000,000 property in Al Reem Island, the total registration fee is AED 40,000, so each side would pay AED 20,000 under the standard split.
Abu Dhabi also charges a AED 50 title deed issuance fee and a AED 100 knowledge dirham fee. If the property is in a freehold zone like Al Reem Island, Yas Island, or Saadiyat Island, the registration goes through the relevant master developer’s registration office, which may add its own administrative charge. Confirm the exact figure with your conveyancer before closing.
One important difference: Abu Dhabi applies the 2% to the property value as assessed by the municipality, similar to Dubai’s practice. Do not assume you will pay on your negotiated price. The municipality’s valuation is what matters.
How These Fees Are Paid
In both emirates, registration fees are paid via manager’s cheque or bank transfer at the time of transfer. You cannot pay with cash or a personal cheque. The buyer (or their bank, in a mortgage-assisted transfer) issues a separate manager’s cheque for the registration fees, payable to the DLD or DMT.
For Dubai, the buyer pays the 4% transfer fee by default unless the Form F contract states otherwise. For Abu Dhabi, the 2% is conventionally split, but this is a point you can negotiate with the seller.
Off-Plan Registration Fees
Off-plan properties follow a different path. When you buy directly from a developer, you pay a 4% DLD fee on the initial unit price at the time of the Sale and Purchase Agreement (SPA), not at handover. This is called “Oqood” registration in Dubai, and it secures your interest in the property from day one.
For off-plan, there is no mortgage registration fee upfront because there is no mortgage yet. But you will pay a trustee fee and the standard admin and knowledge fees. The developer typically handles Oqood registration on your behalf, but the fee is yours to pay.
Common Questions
Are registration fees tax deductible? The UAE does not levy income tax on property, so there is nothing to deduct against. These are one-time closing costs, not recurring expenses.
Can I include registration fees in my mortgage? Generally no. UAE banks finance the property value, not the closing costs. Some banks allow you to finance up to a certain LTV on the total package, but the 4% DLD fee and other charges are almost always paid out of pocket. Budget for them separately.
Who pays if the deal falls through? If the transfer does not complete, the registration fee is not charged, because the fee is only levied at transfer. However, you may lose any reservation deposit or forfeit costs per your contract. Read the termination clause in your Form F or SPA carefully.
Do I pay these fees on a gift or inheritance transfer? Gift transfers to first-degree relatives in Dubai attract a reduced 0.125% fee instead of 4%. Inheritance transfers follow a different, will-based process. Both still involve administrative and title deed fees.
